I bring over 3+ decades of experience across the public and private sectors as a program and project manager and business developer in the area of transportation technologies, models, and policies.  I have supported and/or founded transportation associations and worked for and/or partnered with technology companies, consultants, consortiums and agencies to create opportunities and overcome challenges.

  • Technology Strategy and Planning: Advising on emerging technologies, crafting implementation roadmaps and studies, and developing effective collateral, including outreach, survey and RFI documents.

  • Public-Private Partnerships: Facilitating partnerships with private technology companies and adjacent relevant groups, structuring pilots and projects that safely advance the mission of the agency and contribute to operational success and readiness.

'Experience' can be a lot of things.

 

My studies at Virginia Tech provided critical academic grounding, but my worldview has been shaped just as much by a lifelong curiosity and commitment to listening and learning. Leadership roles, like serving in the National Guard, starting a trade association, and leading an HOA board, developed, and help me maintain, my organizational and engagement skills.  However, experiences outside of formal responsibilities taught equally valuable lessons.  Hobbies like rowing and piano sparked creative problem-solving and fostered well-being. Volunteering instilled empathy. Travel opened my eyes to diverse cultures and people. Above all, I've found listening - truly listening, with an open mind and without judgment - to be the foundation of growth, allowing me to expand my perspectives. My mosaic of experiences fuels a desire to serve others with integrity and purpose.  I still have much to learn, but will continue expanding my knowledge by engaging fully in the world around me.

Transportation Policy & Tolling Services Advisor | Sr. Toll Consultant, HNTB, 10/2023 to Present. Responsible for serving and supporting the management and growth of the Capital Region toll services practice by identifying solutions to serve clients’ needs and building and sustaining strategic relationships with leaders working to improve mobility infrastructure – all while furthering the goal of continually adding value to our clients’ mission of improving their transportation systems which are the foundation of the quality of life for those who use them.

 

Mobility Services Payments | Mobile Start-Up: Chief Strategy Officer, GeoToll, Inc.  11/2020 to 7/2023.  At GeoToll, I developed and executed comprehensive positioning strategies that maximized our business opportunity and growth.  In addition to cultivating partnerships and fostering business development, my role required extensive communication skills, including crafting compelling thought pieces, persuasive copy, and engaging presentations.  At GeoToll, the focus is on delivering a revolutionary smartphone-based transportation payment system that utilizes a patented E-GPS solution.  By leveraging the world's most widely adopted personal consumer device, the solution enables transportation authorities to enter the 21st century with unparalleled efficiency, accuracy and payment assurance.

   

Mobility-as-a-Service Concept Development, Research & Management: Founder, MaaS America, 1/2019 to 1/2021. MaaS America was dedicated to advancing the state of Mobility as a Service (MaaS) in the United States.  I founded the association to create a place for industry stakeholders to come together and share their technology and policy expertise about the American form of mobility.  My primary focus was to build and present a vehicle for change that reflected the unique American mobility landscape.  I developed and implemented value propositions and programs to recruit an Advisory Committee (that later became the Board) and developed services that responded to member needs.  I was responsible for governance, communication and other policies that laid the foundation for the association launch and growth.  I fostered a collaborative culture and a shared vision to make participation a rewarding experience.

Mobility Solutions Enterprise Management and Sales: Managing Director, A-to-Be USA, 7/2016 to 12/2018.  As Chief Executive Officer (CEO) of the USA division of this international mobility services company, I oversaw all operational aspects of the business. Notably, I spearheaded a successful strategic and tactical initiative to secure A-to-Be's largest-ever contract with a premier agency, effectively surpassing a formidable competitor and elevating the national reputation of A-to-Be USA.  My leadership and contributions directly led to a doubling of the company's US contract count and consistently exceeding top-line revenue projections by double-digit percentages annually.

Connected Vehicle Technology and Policy: Senior Transportation Operations SME, Leidos, 12/2015 to 7/2016.  As a member of a distinguished team comprised of engineers, planners, and policy experts, I contributed to the advancement of cutting-edge projects focused on connected mobility, transport policy, and stakeholder education. Our team provided vital support to the United States Department of Transportation (USDOT), various state agencies, and other organizations in enhancing smart city operations through the effective management of goods, people, and data.

   

Mobility Technology and Policy: Principal, TJM Consulting, Off and On from 12/2014 to 12/2015 and then January 2019 to Present.  As the Principal of TJM Consulting, I have provided invaluable strategic business development advice, product insights, and market-specific guidance to companies seeking to enter the transport technology space. In one notable project, I played a key role in developing a testing and certification program to facilitate multi-jurisdictional payments, contributing to the success of a national Road Usage Charge rogram. Additionally, I provided expert advice to a mobile payment start-up on their go-to-market strategy, further bolstering their chances for success in the industry.

​Transport Payments & Mobile | Start-Up Management: CEO, GeoToll, Inc. 4/2013 to 4/2015.  Responsible for strategy, business development and outreach.  Led GeoToll through key milestones including two pilots, industry certification, and being first to market with a patent-pending smartphone payment solution and a 4-fold increase in share value in two years

 

V2X Vehicle Certification & Interoperability Assurance, Association & Program Management: Founder, Director, OmniAir Consortium, Inc. & OmniAir Certification Services, Inc. 1/2003 to 4/2013.  Conceived and chartered the first vehicle-communications protocol interoperability assurance & testing service for technology suppliers and system integration companies, infrastructure operators and government departments of transportation (see www.omniair.org).

Technology Program Development | Government and Industry Affairs: Director, Technology Programs, IBTTA.  5/1998 to 12/2007.  Focused on toll technology policy and program development, member services & management, standards development, international summit/workshop program planning and speaking, and industry analysis.  Planned and participated in a popular workshop series that helped broaden IBTTA membership. ​

​Additional Miscellaneous: ITS America, American Trucking Associations, AAMVA/IRP.  Worked on various Federal transportation technology policy analysis tasks, committee management, research and report writing, supporting Metropolitan, CVO and ITS programs. ​

Master of Urban Affairs, Virginia Polytechnic Institute & State University (Virginia Tech)

Focused on City Management and Economic Development.  The MUA from Virginia Tech is known today as an MPA (Masters in Public Administration).  MPA and MBA programs have similarities in some coursework and curriculum, but differ in the focus of their training. Both programs cover topics such as finance, management, and leadership, but an MPA program places its emphasis on government and nonprofit organizations.  Where MBA graduates are trained to manage businesses and corporations, MPA graduates are trained to manage cities, government agencies and nonprofit organizations.

Bachelor of Urban Affairs & Planning, Virginia Tech

Non-Commissioned Officer Leadership Academy, 29th Infantry Division, Virginia Army National Guard

Known as the Blue and Gray Division, the 29th Infantry Division is an Army National Guard operational-level headquarters located at Fort Belvoir, Virginia. Its origins date back to World War I and is most known for its participation in the D-Day landings at Omaha Beach in World War II.  The 29th's wartime mission is to provide mission command to subordinate brigades and forces.

Leadership Academy, International Bridge, Tunnel & Turnpike Association

The IBTTA Leadership Academy is an executive development program tailored specifically for mid to senior-level managers in public and private sector organizations that serve the toll industry. Nearly 450 professionals have graduated, with many participating in the Alumni Association to continue fostering meaningful connections.
